The National Health Authority (NHA) and the Indian Institute of Technology (IIT) Kanpur have entered into a significant partnership to revolutionize healthcare through artificial intelligence (AI).
The collaboration, formalized through a Memorandum of Understanding (MoU) signed on 12 September, will pave the way for the development of digital public goods in AI, aimed at enhancing health outcomes in India.
Federated Learning Platform and AI Benchmarking
Under the Ayushman Bharat Digital Mission (ABDM), the MoU will enable IIT Kanpur to build an innovative federated learning platform, a quality-preserving health database, and an open benchmarking system for comparing and validating AI models.
The platform will include a consent management system for health research, ensuring data privacy while promoting the advancement of AI in healthcare. Once developed, the platform will be managed by the NHA, facilitating the effective use of AI for improved healthcare delivery across the nation.
Data for Better Health Outcomes
Union Health Secretary Shri Apurva Chandra emphasized the importance of data in achieving better health outcomes through AI. “The use of data for improving health outcomes is the envisaged goal of this partnership. It will create a public benchmark for AI models that will be crucial for diagnosing diseases and improving healthcare,” he stated.
He added that one of the key challenges in healthcare AI is the availability of reliable disease diagnosis data, a problem that this collaboration aims to address. Chandra also commended the initiative, calling it “a significant step towards building a public benchmarking platform for AI models in healthcare under the ABDM.”
AI-Powered Health Solutions and Data Collaboration
Ms. L. S. Changsan, Additional Secretary, Union Ministry of Health and Family Welfare, and CEO of NHA, described the partnership as a milestone in leveraging AI for healthcare. “This collaboration will help researchers access high-quality health data and foster collaboration within the healthcare ecosystem while ensuring data privacy,” she said.
“The development of AI-powered health solutions will accelerate, addressing critical healthcare challenges.” Changsan further noted that the MoU would serve as a benchmark for digital public health initiatives, boosting the digital health infrastructure and enabling the use of AI and emerging technologies to strengthen public health systems.
AI to Democratize Healthcare Access
Prof. Manindra Agrawal, Director of IIT Kanpur, shared his vision for the partnership, stating that the collaboration with NHA will democratize access to quality healthcare in India.
“By creating a transformative platform, this initiative will empower researchers, healthcare providers, and policymakers to unlock the full potential of AI for improving health outcomes in India,” Agrawal said.
He further emphasized that the platform will help AI model developers validate their technologies against real-world health data and establish trust in the consumer market for AI-based healthcare applications.

Trustworthy AI Models: Providers of AI models will be able to conduct out-of-set validation, establishing publicly verifiable performance benchmarks and fostering trust in AI healthcare applications.
Improved Data Access: The platform will tackle the issue of fragmented health data in India, allowing researchers to analyze data while ensuring it remains with data custodians, protecting patient privacy.
Statistical Quality Preservation: The platform will prevent statistical dredging of healthcare data, preserving its quality and integrity while supporting innovation in AI research.
High-Level Participation: The event witnessed the participation of several high-ranking officials, including Ms. Punya Salila Srivastava, Officer on Special Duty (OSD) at the Ministry of Health and Family Welfare, and Shri Kiran Gopal Vaska, Mission Director of ABDM, along with other senior representatives from the Ministry and IIT Kanpur.
