According to Izvestia, the Russian Federation's Ministry of Economic Development has developed a project that will allow doctors to issue prescriptions based on the results of online consultations. The project will involve 15 chains of private clinics (including Medsi, Doctor Riadom, and RenKlinika) from various regions of Russia, including Moscow, St. Petersburg, Perm Krai, Udmurt Republic, and others.

The treatment regimen, according to the decree, can be changed by doctor who prescribed it along with other specialists contacted patient in future. Such changes can be made by both public and private clinics, provided doctor's medical experience of at least seven years.

Only in cases where the diagnosis was made during an in-person appointment can electronic prescriptions be issued. To accomplish this, it is proposed that a data exchange provision with the Unified State Information System in Healthcare (EGISZ) be included in the clinic-patient contract.

If the practise is deemed successful, the experience can be scaled up to the entire country in three years. Participants in the telemedicine services market have repeatedly stated that if doctors are allowed to establish a primary diagnosis and write a prescription without seeing the patient in person, the sector's development could be accelerated. However, the Ministry of Economic Development's project, about which Izvestia wrote, does not provide such opportunities.

In terms of telemedicine development and quality, Russia ranked 39th out of 51 countries in 2022. France, Australia, Poland, Japan, and Germany are among the top ten in the ranking. The rating considers the level of information security, infrastructure and financial support, remote counselling requirements, and the presence of a list of indications for it.
