This decision comes as part of the government's effort to support the healthcare needs of its citizens. The total amount allocated for these essential items in 2023 has surpassed 48.2 billion rubles due to the recent increase in indexed amounts for beneficiaries. The decision to raise the funding required additional financial resources.

In March 2023, Vladimir Vasilyev, the leader of the United Russia faction in the Duma, urged Russian President Vladimir Putin to double the budget for a program targeting cardiovascular diseases, requesting an annual funding increase to 10.1 billion rubles. He emphasized that allocating additional funds for medication purchases could potentially prevent up to 32,000 deaths annually among working-age individuals.
